Dr Norbert Pflüger, born in 1955, studied law in Marburg and Frankfurt am Main. He was admitted to legal practice on 7 October 1983 and has specialised in labour law since 14 September 1987.

Dr Pflüger applies his expertise in the field of corporate restructuring measures and mergers. His many years of experience have given him a keen appreciation of the different interests of employers and employees. His approach is solution-oriented, the goal being a sustainable compromise that is acceptable to all.

Before the actual change in business operations takes place, he discusses the different possible approaches with his clients and works out a negotiation strategy with them. He ensures that his client’s approach can be legally sustained and devises and negotiates drafts for the reconciliation of interests and the social plan. His activity as a legal expert covers the full range of services from implementation of the agreed rules to individual staff measures.

Dr Pflüger provides advice for blue- and white-collar employees, executive staff, managers and board members on matters relating to employment and represents these clients in rescission negotiations, for example. He also enforces their claims in court.

Dr Pflüger represents European civil service employees in internal proceedings as well as in the European Court of Justice.
